In order to strengthen the management of domestic gamma-ray flaw detection and radiation safety and protection, promote the healthy development of the gamma-ray flaw detection industry, prevent radiation accidents, and protect the health of workers and the public, it is sponsored by the China Special Equipment Inspection Association, the China Institute of Atomic Energy, Co-organized by Dandong Sunshine Instrument Co., Ltd. and Zhejiang Scientific Equipment Import and Export Co., Ltd., a seminar on γ-ray radiation safety and protection was held in Hangzhou from May 6 to 8, 2017.
From the Third Department of Nuclear and Radiation Safety Supervision of the Ministry of Environmental Protection, North China Nuclear and Radiation Safety Supervision Station, Beijing Environmental Protection Bureau, Beijing Municipal Radioactive Waste Management Center, Jiangsu Environmental Protection Department, Zhejiang Environmental Protection Department and flaw detection source manufacturers, A total of 30 units including flaw detection equipment manufacturers, flaw detection source transportation units, and flaw detection source users participated in this work exchange and seminar.
The meeting took the form of exchanges and interactions between industry experts and representatives of various units. The atmosphere on the scene was active. The meeting concerned the Ministry of Environmental Protection renamed the revised "Technical Procedures for Supervision and Inspection of Gamma-ray Inspection Sites" as "Industrial Gamma-ray Inspection and Radiation Safety Supervision and Inspection" “Procedures” (hereinafter referred to as “Inspection Procedures”) and industrial gamma-ray flaw detection and radiation safety and protection management work were discussed and exchanged, and many valuable opinions and suggestions were put forward for the revision of “Inspection Procedures”. Through lively discussions, the environmental protection supervision department and the flaw detection company reached the following consensus:
The environmental protection supervision department has learned about the current status and difficulties of the inspection companies, and at the same time, the inspection companies have a deeper understanding of the inspection procedures of the environmental protection supervision department. In the future, the environmental protection supervision department will strengthen communication with the association, and notify the association to send experts to participate in the discussion or review before the introduction of regulations and standards related to gamma-ray flaw detection.
The association will cooperate with the environmental protection supervision department to centrally conduct radiation safety training for the radiation safety directors (or safety administrators) of each gamma-ray inspection enterprise, coordinate all enterprises to do a good job in radiation safety, regulate the establishment of their radiation safety management system, and improve their radiation Safety management level. At the same time, a radiation emergency team was added to the working committee to quickly deal with the treatment of abnormal radiation conditions of enterprises in the industry to avoid the expansion of the situation. When enterprises encounter common problems in their operations, they can also collectively report to the environmental protection supervision department through the association.
The convening of this conference has achieved fruitful results. It is unprecedented for the participating companies to cover such a wide range. The conference has been well received by the participants, and it is recommended that similar discussions and seminars be held frequently to establish an environmental supervision department and a flaw detection company. To improve the radiation safety and protection awareness and responsibility of non-destructive testing institutions and inspectors, and promote the healthy and orderly development of my country’s non-destructive testing industry.
