On December 11, 2018, the sixth meeting of the fifth session of the China Special Equipment Inspection Association was held in Shanghai. Gao Jixuan, Deputy Director of the Special Equipment Bureau of the State Administration for Market Regulation, Hao Gang, Director of the Inspection Department, Zhu Ming, Deputy Director of the Shanghai Market Supervision Administration, Lin Shuqing, Chairman of the Association, Guo Yuanliang, Shu Wenhua, Jiang Qing, Ding Chunhui, Song Jingang, Wang Xiaoqiao Jiang Guofeng, deputy secretary general of the China Special Inspection Association, and other authorized representatives of the vice chairman attended the meeting. Representatives from 109 governing units across the country attended the meeting. The meeting was presided over by Shu Wenhua, vice chairman of the association and president of the Shanghai Special Inspection Institute, and Guo Yuanliang, vice chairman of the association and secretary of the Party Committee of the China Special Inspection Institute.
At the meeting, Deputy Director Zhu Ming and Chairman Lin Shuqing delivered speeches on behalf of the host and the association respectively. The meeting reviewed and approved the work report and financial report made by Jiang Guofeng, deputy secretary general of China Special Equipment Inspection Association, and reviewed and approved a number of proposals on the change of the vice chairman of the association, eight association group standards, and the postponement of the association. Introduction of eight provinces and cities on advancing the reform of special inspection agencies.
Director Hao Gang, on behalf of the Inspection Division of the Special Bureau of the SAIC, introduced the central and SAIC’s new requirements on the reform of “delegation of control and service”, training and examination, administrative fees and enterprise-related fees, etc., focusing on the reform of inspection institutions, inspection and testing In-depth analysis and specific introductions were made on personnel training, examination, and revision of relevant regulations and standards.
Deputy Director Gao Jixuan made an important speech at the meeting. He fully affirmed the achievements of the association in recent years, analyzed the new situation facing the safety supervision and energy-saving supervision of special equipment under the background of comprehensively deepening reforms, and carried out the current and next phases of the association and the special inspection industry. The work puts forward clear requirements.
Finally, Chairman Lin Shuqing summarized the meeting. He reviewed the achievements of the association in serving the government, the service industry, serving members, and self-construction in the past five years. He analyzed the current comprehensive deepening of reforms, industry reforms and development, and support for the new requirements of safety supervision for the work of the association. Good association work puts forward the requirements in three aspects: grasping the transformation and development, advancing key tasks, and strengthening self-construction. He emphasized that the special inspection industry must accurately grasp the new situation and new requirements of special equipment safety and energy saving work in the new era, further change concepts, standardize management, strengthen itself, and optimize services, so as to promote the high-quality development of the special inspection industry. Establish and improve the safety management system for special equipment with Chinese characteristics, and contribute more and better wisdom and strength.
