On the afternoon of June 29, 2018, the signing ceremony of the Shenyang Special Equipment Inspection and Research Institute and the Fluid Mechanics Testing Innovation Technology Laboratory of China Aviation Industry Aerodynamics Research Institute was successfully held in the Shenbei Campus of the Institute of Pneumatics.

Zhang Jianqiang, Director of Shenyang Quality and Technical Supervision Bureau, Ding Chunhui, Dean of Shenyang Special Inspection Institute, Hu Xiyu, Vice Dean, Yuan Li, Dean of Pneumatic Institute, Cui Xiaochun, Vice Dean, Zhao Haizheng, Vice President of Investment Company Liu Xinwen, Shenyang Radio and Television Station and other media And related project team members attended the signing ceremony. Dean Yuan Li of the Institute of Pneumatics and Dean Ding Chunhui of Shenyang Special Inspection Institute signed the "Military-Civil Fusion Fluid Mechanics Testing Innovation Technology Laboratory Project Cooperation Agreement." After the ceremony, Dean Yuan Li led the participants to visit the Pneumatic Laboratory.

Director Zhang Jianqiang pointed out in his speech that General Secretary Xi emphasized that military-civilian integration is a national strategy, related to national security and the overall development of the country. It is both an act of rejuvenating the country and a strategy for strengthening the military. This project embodies the development ideas of military-civilian integration, technological innovation, and truth-seeking and pragmatism, and has played a demonstrative role in Shenyang and even Liaoning. It is hoped that both parties will grasp their respective advantages and form a good situation of complementary advantages and strong alliances, so that this cooperation will burst with great vitality and creativity.

This cooperation project has clear practical value and application prospects, and will fill the gap in the discharge volume and flow resistance test device under the conditions of high pressure and large flow in China. Both parties strive to build the laboratory into a comprehensive management and service platform that integrates cutting-edge technology development and application research, new industry incubation, talent training, and technical information exchanges to help deepen the development of military-civilian integration.
